Overview of Carbon Neutrality implementation

Many scientific studies have pointed out a close connection between extreme weather conditions and greenhouse gas emissions; in response, governments and environmental organizations around the world have mobilized manpower and resources to introduce and strategically implement international standards for carbon neutrality programs.

With the publishing of the first globally recognized carbon neutrality standard — PAS 2060 Specification for the demonstration of carbon neutrality — in April 2010 by the British Standards Institution (BSI), carbon neutrality compliance efforts are now being incorporated into companies, products, and organizations worldwide.

In Taiwan, examples of carbon neutrality implementation include the Kaohsiung City’s Environmental Protection Bureau Building and the Jinhua Village of Zhongli City in Taoyuan County. Meanwhile, products which meet carbon neutrality standards include LCD panels, shampoos, and electronic automotive components; seminars focused on carbon neutrality include the “Cross-Strait Forum on Climate change and Sustainable Energy Development 2011”. However, there have not yet been any examples of exhibitions which specifically dedicated to carbon neutrality. To encourage carbon neutrality endeavors in all sectors in Taiwan, the Environmental Protection Agency (EPA) and BSI have jointly compiled this special edition of traditional Chinese character edition of PAS 2060:2014 (Specification for the demonstration of carbon neutrality) in April 2014.

Definition of Carbon Neutrality

As shown in the figure below, implementation of carbon neutrality involves 3 steps, the first of which is to compute the subject’s CO2 emissions (i.e., establishing an organization’s greenhouse gas inventory according to ISO 14064-1 or product carbon footprints according to PAS 2050, or ISO/TS 14067). After a concerted effort to reduce internal emission is conducted, the final step to carbon neutrality will be external offsetting of the remaining, unavoidable emissions.

Steps to Carbon Neutrality Implementation

Verifing the carbon footprint at convention centers is done in three stages: before, during and after the event.

Each stage has its own procedures:

  • Choose a subject to implement carbon neutrality;
  • Submit a subject-specific CFM Plan along with a detailed proposal regarding how carbon neutrality will be achieved and a declaration of commitment to carbon neutrality, before obtaining third-party validation.
  • Establish the subject’s CO2 emissions inventory;
  • Reduce to target level of emissions;
  • Offset the remaining unavoidable emissions;
  • Submit a declaration of carbon neutrality achievement for third-party verification;
  • Proceed to the Plan’s next inventory-reduction-offsetting cycle for carbon neutrality implementation.
